The PageRank algorithm determines that some links may be more valuable than others, and therefore assigns them more weight than others. As such, there’s no definite number of backlinks to increase your PR from 0 to 1.

amm… 1 link can bring you form 0 to 1… that is if the link is PR3… that goes for all the ranking… is you want PR3 you need a 1 link form PR5 or 10 links from PR4, or 100 links from PR3, or… well… you got the idea
